The most intuitive change would be when dragging the title bar of a clipboard group.
ACTION: In Clipboard, Drag title bar of a clipboard group up or down until it hits the immediately preceding or following group title bar.
CURRENT BEHAVIOUR: You can drag the title bar no further.
SUGGESTION: The preceding / following title bar is dragged up or down along with your mouse action, until it reaches the limits of the Clipboard window. If your drag action encounters other title bars on the way, it drags those to. Thus you can drag up to expand a clipboard group to the top of the window; or drag down to expand (the group above) almost to the bottom.
But I imagine that adding context-menu functions to maximise or minimise clipboard groups would be, if less intuitive for users, most straightforward.
I appreciate that folders within groups is a whole other bit of functionality.
